There are a couple of things that IH did differently.
i) displacement (I believe)
ii) the 560 (diesel) had indirect injection. the injector sprayed the fuel into a pre-cup (similar to the MD). Apparently the 560 needed the glow plugs to start whether it was hot or cold. the 706 went to direct injection which would help in the hp increase.
