You more then likely have a stuck regulator valve in the MCV yours is the fourth one this year. And it probable would not hurt to put in a new spring kit in the MCV and set the prussure at between 245 and 265 LBS . If it picked up prime after the filter change then i do not think your pump is bad. The job is not hard to do . Just becareful when removing the caps over the valves they are under spring prussure and thinks will fly.
