IH 706 wheatland hand clutch

I came across an odd tractor today it is a 706 wheatland with a hand clutch. No foot clutch at all. Is this odd? The guy who runs the repair shop has worked on IH and farmalls all his 65years of life and never heard of one either. It is for sale to. Is this tractor worth anything or were there many made? I have seen lots of 706 but not with a hand clutch. I thouht it would make a good baler tractor.
