These is nothing binding. When the engine is running to fast I can pull on the rod going to the carburator it will not move. Once the engine is off I can move it to an idel position and recrank it and it will be ideling properly. Then you start using it aging and it goes back to a fast idle. I have the manual and I will try to adjust the governor.
