I work on 3000# generators for building elevators at times and although much larger than a tractor generator they look very similar and the principles are the same. We want no paint,rust or dirt inside of them as this is sucked into the generator fields and will eventually produce a short to ground. I would disassemble the generator and remove the rust then put it back together, save the paint for only the outside.
