Sounds to me like you are using a two way valve on a one way cylinder. The laboring is the pump forcing oil through the relief valve when lowering. To avoid this lower with valve all the way forward in float position if you have it. Otherwise you should plumb the unused side of the valve into a return to reservoir some how. This will allow the oil to get to the reservoir without going through the relief valve.
