Lenn, my option would be to drill three holes in at an angle from outside triangle fashion. Making sure that as you come to axle it will be coming into valley of axle spline from three opposite points, to center wheel on axle. Use grade eight 9/16" or 5/8" bolts. Taper the nose of bolt to fit spline as it pulls in, with tractor jacked up turn wheel so it is tracking fair draw in evenly and tight. With edge of hole flat make sure you have a locknut to hold it once tightened. This will keep the wheel from walking around axle. Another thing to make sure of is that the wheel is drawing in tight to the bearing when you tighten your bolt and washer, if not shim it because that also can be a factor in keeping it tight. If it is all tight when done that should hold it. Done this in past and worked for me. Just an idea for you. Good luck.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
