The large operators get such huge payments they don't need to make money farming they just make it from government payments. Small farmers can't survive if they don't make money from farming and that little drop they get doesn't make up for the losses. What happens? The big guy takes over his land when the little guy goes broke if he didn't already rent it away from him earlier. Get rid of the payments all together and the land prices and land rent come down the little guy then stands a chance. The cuurent farm policy is geared to big time operators only.
