Parts for that governor are available thru your Case/IH dealer. I got springs, bearings and even the main shaft for one a couple years ago. If the knocking goes away when the engine is above idle, I don't know what would cause that, but if it's coming from the governor, I would definitely check it out before I operated it much more. The governor can be removed without removing the radiator with a little effort.
