My Little genius 2-14 has a coulter(cutter) and a small mouldboard that rides next to the coulter. Those are there to help flip over all the grass so there isn't anything sticking up when you plow.I have seen the type with the disk plow type blade next to the coulter like you have.If you are in Indiana ,as I am, then you need to go to the IHC winter convention in Lebanon IN at the holiday inn feb.28th-march 2nd. It is at the SE corner of I-65 and IN SR 39,bet you might find one there.
