What I used to reduce the cleat size is a small Makita Power plane hooked up to a Shopvac vacuum cleaner. I jacked up the wheel and simply sat on a stool behind the tire. With the tractor in neutral the tire could be rotated to access a section of cleats. To hold the tire in place,just slip the transmision into gear. I did the first couple of cleats without the vacuum cleaner and messed up my shop. The shopvac had to be emptied twice but made a much cleaner job.
