Presuming that you really are correct that the tractor has 600 hrs on it, it is barely broken in. The price seems to me on the high side but you can't buy a tractor like that now for anywhere near that price. For one that can do the work a 560 can, you would pay 25-30 thousand. Only you can decide if it's worth the price. Your question about the fast hitch seems to infer you think of it as a disadvantage. I would suggest to you it's really an advantage. You can get conversion arms that slide right into the fast hitch brackets and can use any 3 point implement you want, while also being able to use the fast hitch. Most people who have used both agree that the the fast hitch is superior to 3 point, but it just wasn't as widely used, primarily because IH wouldn't license the idea to any other manufacturer. John Deere tried to buy it, but IH refused, probably a big mistake in retrospect. Here in our area (central Illinois) a good 560 will go for about $2500-$4000, but that would be for one with lots of hours on it. The price is high for the one you are considering, but it doesn't take long to stick $1000 or more in repairs on a lesser tractor. Good luck to you.
