10-20 throttle linkage-Bob Kerr

I can't seem to get it.When all the linkages are hooked up the butterfly in the carb ends up to be open.From the front of the tractor the spring loaded lever in the govenor moves from left to right ,which causes the knuckle affair on the other side of the rad to go counter clockwise which causes the carb butterfly to also go counter clockwise,which shuts the carb off when it should be opening it up [IF the butterfly should be closed when engine is off].I just can't seem to grasp the problem.The tong that sticks out of the throtle shaft is in the slot at the carb. Will
