Doctor Dave, taking the fender off is the best bet. I had an H fender with a terrible crease in it. I laid it flat under my Case tractor and using a bottle jack between the drawbar and the fender positioned on the ground straddling two 2x4's I was able to easily jack the crease out of the fender . then some work with a ball peen hammer and anvil and the fender was ready for some spot putty and primer.
