Paul: I have a Super A and a 130. Both tractors have had the carburators rebuilt by CaseIH dealers shop in past 5 years. My Super A is just like your tractor. It will start at freezing point without initial use of choke, only after it starts choke may be needed to keep it going. My 130 is just the oposite. The choke can be pulled out and left out until about 60sec after it starts. If it gets real cold my Super A will likely start, my 130 will likely not start. Super A is 6 volt, 130 is 12volt, both have alternators. I personally wouldn't be too hasty doing anything.
