CUB Starting problems

I am restoring a yellow and white IH CUB.
Engine just rebuilt, new Carb,plugs, coil,
points, distributor cap. Set to specs at 16 deg.
advance at 8000 RPM with dwell at 68 Deg.
Problem is when cold it floods out with
copious gas from drainage port of carb, also
gas tank builds up pressure. Once starts it
runs like a top. When tractor is stopped no
gas runs from bottom port only at cold start-
up.
Any help would be appreciated.
