Bad Starter?????

I have a International 544 that I am trying to get running. When I try to start it the starter works for about 15 rotations initally and then stops. This will happon about 3 times and then it will not turn over. When it will not turn over it makes a clicking sound (you can here something in there pull in when the circuit is hot). At one point the starter made a winey sound , and at one point it seamed like the starter was spinning but what ever was supposed to extend out to the fly wheel did not ingage. I have tried hooking up a second charged battery and also the battery from my truck while it was still running with similar results. When I disconnect the wiring to the starter coil, large sparks are present so I believe it is getting power. My question is do you think my starter is bad or could it be something else? Also for this tractor are the starters rebuildable or do I need to purchase a new one? When a new starter is purchased from Case IH does it include a new starter coil or do I have to reuse the existing one? I am trying to get this tractor started and this starter problem is really fustrating. Any help would be greatly apprechated. Thank you.
