I had mine welded by a fellow I thought knew what he was doing. After a bit of use I could see the pin starting to push out. I shoped around and found a pin with flat enough head, ( I ground it some more so it would slide by the other rockshaft. I put the pin in from oposite direction, used washers so small quarter pin would keep it tight. If you could find a hard enough bolt a bolt and nut would work better. It has been ten years since I fixed that and its still going. I think you should fix the hole first anyway.
