My H has never been repainted and is a 49 model. I don't remember it having any black paint on the radiator. Do you know what year your H is? During that period many farmers ran water in their cooling systems. Now and then the farmer or hand would forget to drain them and wake up and find it had gotten below freezing. The radiator may have been replaced, repaired or recored in 1948. The date may have been stenciled on to indicate the start of a waranty period. My H had only been operated with water up until 1980. It is still on its original radiator although I did have to replace the drain pipe.
