Bob - A few possibilities: 1 - 14.9 volts is at the limit of the "high" range for output voltage, unless the alternator is extremely cold (<20 degF or so). 2 - The alternator may not be develop rated output current under test - i.e. it has an open diode and is "single phased". 3 - The store clerk who did the test is an idiot. Go ahead and stick the alternator on the tractor and try it out. If it charges 20+ amps immediately upon startup, then tapers down to 5 amps or less after running a while, the alternator is working fine.
