Is a running 140 worth $1000?

I am new to farmalls but a guy has a 140 for sale. He says it is a 1961. It starts up good and runs fine. 4th geer don't work. The seat is off something else. The hood and nose is all banged up and welded. The tires are about 30% tread. It has no lights. Charging system is all cobbled together. Generator not hooked up and it is running a 12 V battery. Hydraulics work good. Changed to 3 point (looks home made). It has a 4 foot mower. Paint is ugly. What do you think? Is 4th geer hard to fix? Is it worth $1000. If not how much? Thanks Goober
