706 Valve Timing-Tractor Vet

I have the 263 Gas engine and I was unaware of timeing the valves for regional use. I live near Janesville, WI. and would appreciate any advice on differences with the I&T Manual. An interesting thing is that someone put a brass tag tied to the oil filter casting with a wire that says: Rod 020 Main 010 Cyl 0 0 I assume the mechanic whom rebuilt it the last time? Also, is a Hydraulic Sleeve machine the "only way" to remove & replace sleeves. If so, I must take it in to be done. I dont know if Im going to rebuild it or not, but Im 90% done on a 1944 Farmall M restoration project and I think I should finish one job before starting another (even though the 706 is/was used weekly). Thanks for all you advice everyone, especially the Tractor Vet.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
