230 won't start

I have a 230 IH that does want to start when it is cold. I park it in a shed and still doesn't start. Starts hard in warm weather. Has spark, how good, I don't know. It seems to me it's not getting any gas, but I have gas dripping out of the connection to the air filter. I have open the bottom drain on the carb and gas runs out. What should the upper and lower set screws be set at? Any ideas or thoughts on the subject matter would be greatly appreciated. Thank you for your time. Jason
