I believe the large hex nut on the front of the case applies the presure to the worm gear. If its tight, the play is in the box itself. There is a vertical shaft that holds a sector gear that is turned by the worm gear on the steering wheel shaft. The shaft is connected to the exposed steering arm that are attached to the tie rods. I suspect the key that connects the shaft and the sector gear is either sheared and the friction is turning the steering shaft or the keyway is so large it lets the shaft move a considerable distance before engaging the steering arm. I had about a half a steering wheel turn of slop before I rebuilt the steering gear box. I now have about 2 inches of play. Its not a bad job, I removed the axle to do the job.
