Many factors contribute to turbo whistle level - things like compressor/turbine wheel and vane configuration, intake and air filter ducting size and layout, presence or absence of an intercooler, exhaust system layout, muffler design, etc. all have a bearing - even on identical motors. For instance we've got Cummins NT 855's in various HP trim in two tractors and a truck. The JD 8960 (370 HP) whistle is very subtle - you know it's there but is pretty much drowned out by the fan and other mechanical noise. The turbo on the Cummins at a slightly higher HP setting (375) in the CIH 9280 is easly heard at idle, and it literally screams at load. And in an old Kenworth truck (290 HP) the turbo whistle is kinda in the middle - definitely there but not the dominant sound in the exhaust. I guess the bottom line might be: "It all depends...."
