Are you talking about the nut on the rod that goes from the governor rockshaft to the carb?? That is just a lock nut for the yoke on that rod. If your governor is surging, you need to adjust the bumper spring. The bumper spring adjustment is on the bottom of the governor. There should be an acorn nut there that covers the adjustment, and then a lock nut under that. Take off the acorn nut and loosen the lock nut, There is a slot in the end of the screw that you use to adjust the bumper spring. With the tractor not running, screw it in a half turn and then start and check. Repeat until the surging is gone. If you can't correct the surge this way, then your governor is probably worn, or you have a carb problem. Also, if you screw the bumper in too far, you will not be able to idle the engine.
