Dave, When you say the brakes seem to be non-existant, don't expect there to be two foot brakes, or two hand brakes. The only factory brake that you will have is a hand lever on the left side, with a locking device. Other wise, the two cables that run up each side of the frame rails, actuate the correct brake, automatically, when turning. As far as being able to tell if it's a Fairway, the information that the other gentleman have given, I believe to be true.
