Does the rest of your hydraulic system work okay? If not, check out your fluid level, pump, connections, etc. If the hydraulics work, I would first suspect the flow control (priority) valve in the regulator/safety/flow control valve block, which is bolted to the hydraulic reservoir at the right rear of your seat. The flow control portion of it is the plug at the back, I believe. This valve directs priority flow to the p/s system. If it checks out, you probably have a problem in the p/s unit valve body. If so, you need a service manual, as that's a pretty complicated piece of machinery. I suspect they put some of those parts in there as decoys, just to make it harder to put it back together.
