It is obviously a mounting clamp for an attachment. There were so many attachments for these tractors when they were new, one would almost need a parts book for the particular attachment. IH probably had 20 variations of attachments. After market probably 20 more and home and local fabricators probably turned out hundreds. You could be looking for that needle in haystack but I am as curious as you, so I understand where your comming from.
