Dave - A couple things might be going on here: 1 - One of those resistors was labelled or packaged wrong, or 2 - There's a tolerance thing going on: Cheap resistors are often manufactured to a 20% tolerance rating - i.e. a "10 ohm" resistor could have an actual resistance anywhere between 8 and 12 ohms. If you have an accurate VOM or DMM, try measuring the resistance values of each resistor while disconnected from the wiring. The other thing you can do is swap a diode in place of the resistor. A diode rated at 1 amp and 50 PRV or higher will work. Install the diode and run the motor. If the alternator works you're all set. If it doesn't work, reverse the diode connections and you should be in business.
