Check that the linkage from the governor rockshaft to the carburator moves freely without any sticking or catching. That linkage must be loose and free for the governor to work right. If you have a cotter pin or something rubbing, that may be your problem. Next after that, I guess the guts of the governor may be gummed up. But if it works sometimes and controls ok when you do get it to throttle up, I doubt if that is it. Also could be a problem with the carb butterfly.
