On the 300U the regulator and safety valve is the innermost of the 2 valve blocks at the right rear of the reservoir. If you have replaced the screen, you probably know where it is. If you have an exploded view, you can see how to disassemble it. Take it apart and make sure none of the springs are trashed, take out the little orifice screen and clean it, and while it's out make sure you get the crud out of the cavity that screen fits into. My screen was pretty clean, but the cavity it fits into was full of crud. I would agree with cd that your safety or regulator valve is not working properly. One of those springs is readily available, possibly both of them, at your Case/IH parts dealer.
