Kevin I have an almost identical situation going on with my Ford Explorer. The starter relay kicks in fine with a new battery but the starter does not have enough oomph to kick over the engine. I took the starter right out of the vehicle and grounded it and turned over the key. It kicked in but ran very slow. Not even close to enough power to turn over an engine. I put the jumper cable right down on the starter +12 (not on the battery) terminal and it rips right over. Possible Starter solenoid problem shorting circuit to ground. I have tried identical things you have an know for sure that its on my starter. I tried connections, jump starting, the whole 9 yards with no luck. A real puzzler. I dont know a thing about your starter but if it has a solenoid I would have it pile carbon load tested, this will tell you for sure if it is in your starter or the starter solenoid. Good luck with your problem, it drove me crazy. Seemed so simple but was not. Let me know how you do. MGM
