Bush hog

My brother has a JD brush hog mower (#509 I think) that has the disc clutch in front of the head. The clutch is in several pieces, and a mixture of old / new plates. It is nothing but a royal pain! The thing is so messed up that it won't even allow the shaft to turn (slips so bad and won't tighten up at all). We want to know if it is a good idea if we remove or weld the clutch solid if an overun is used on the PTO on the 460. Any ideas? the mower cost him $75 about 4 years ago and started this deal this year. Don't want to put a lot of $$$ into the thing.
