Are you sure it is not the cylinder that has bad o rings just try it on other valve. If you have a ball check valve are the seat and balls OK. if you have a check valve the remote valve is out of the circuit. Has for not locking up or down that is on the back of the spool. you will have to pull the spool and take back end of spool apart there are some little balls and piston in the back that do the locking
