Is there something wrong with your governor? An injection pump works by sensing RPM and load. It shouldn't be overdoing things unless something is stuck or binding. They don't just make too much horsepower, they only make what is needed at the time.

As my Granddad use to say: There's no such thing as too much horsepower!
