On the gas start diesels, the gasoline adjustments are entirely separate from the diesel stuff. There is no governor or speed control on the gas side, just the choke. On the diesel side, the speed control and governor are inside the injection pump assembly. If the linkages are all set up correctly, which your problem is with the the injection pump, or the governor that is inside the pump assembly. I suggest you get a service manual and operators manual and make sure all your speed control linkages are set up correctly. That may be your problem. I also wonder if you are able to push the diesel speed control to the shut off position and stop the tractor. If it is going to full speed on diesel and you can shut it off, I would suspect a governor problem, maybe a broken spring.
