My MD did this when I first got it. It had set for so long with the throttle wide open that the governor linkage in the injection pump had stuck wide open. Take the oval cover off the side of the injection pump and make sure the internal linkage moves back and forth with the outside linkage. I had to WD-40 mine and work it back and forth several times before it loosened up.
