Value of F-20

Looking for some input. Aprox. value of a running 1937 F-20? On cut-offs all around,new ft.tires,rear are decent.Looks to be almost complete.Missing a few trinkets,gauges not correct.Been painted couple yr.s ago & new decals.Not a great job,but passable.Seems to run & drive OK with out any odd noises.Brakes are way out of adjustment or need re-lined.Needs a couple of oilseals replaced too.Owner wants me to make offer.Not sure where to start. This tractor is in N.Y.
