If your tractor is a 53, it will be a SuperC and should have a water pump. You can verify the presence of the pump on the lower left front of the engine. If indeed there is one there, you should be able to see the circulation clearly once the engine is hot enough and a properly operating thermostat opens up. The manual says to fill a cold system to about 2-1/4" below the top of the fill neck to allow for expansion. Like the others have said, if you overfill and it overflows, that's OK as long as it falls to the correct level and stays there. Just make sure that it doesn't fall to a level below the level of the bottom of the upper inlet, otherwise you'll get into the no-gap situation Gene referred to, meaning the coolant can't circulate.
