Timing question

Thanks for all the help so far. I have another question. I took off the distributor to clean up the points. I realized after I did this that this affects the timing right? What is the easiest way to get the timing back right? Here is a carb question. After I choke the carb and stop cranking, some gas will come out of the carb (I took off the hose connecting it to the breather I had turned kind of into tar like goo. I was afraid some may go in the carb). Does this mean the float is hung up? Or is this normal? Thanks again for all your help. I am getting there slowly. This thing may crank before long...
