The high speed adjusting screw is on the top of the governor. It looks like a bolt with a stop nut. The following is a quote from the manual. "Increasing the governor spring tension allows the throttle to be pulled farther open, thereby increasing the engine speed until the added cengtrifugal force of the governor weights balances the greater spring tension." The maximum high speed for the engine under no-load is 1540 rpm under a load it is 1400 rpm. The adjusting screw (bolt) is turned out to increase the engine speed and in to reduce the speed.
