For most implements,to start with, adjust the top link and the side links so that the implement is level -- minor modifications may be necessary. Adjust the sway bars so that side to side sway is minimized -- not necessarily eliminated, but you don't want a lot of slop, as you would get if you put a cat 1 implement on a cat 2 hitch.
