400 project

I poste earlier this year aboutn a 400 I bought. Finally the weather has improved and I got home to work on it. You guys gave me some good info on lack of power and front end shimmy. The power problem was due to the last guy who went into the govenor tightened up a bolt on the connector rod to the throttle shaft so hard that the rod would only swivel in one direction. This put everything in a bind. Now I get a response on every notch and no lack of power. Once all the tin was off I found the steering shaft universal was almost completely gone. This was replaced and did improve the situation but not completly. I know the tires are mis matched and Ill get this corrected before I get in to the front bolster bushings. The situation I have now is on the LH axle seals. It started leaking after I run the tractor around a bit. Replacing the seal is not too big a job so I loosened up the retainer to see how much oil would come out. Well since yesterday about 1 gal has dripped / poured out. I notice that the tranny level check plug is acually above the bottom of the axle shaft so I am literally draining the transmission down past the level plug. Any thoughts on this, could the tranny level be lowered some without damage to reduction gears?
