Bob, On my 1939 M, the lockout screw is located under the rear gas tank support. The bolt was located directly in front of the shift lever, and the bolt had almost rusted into the transmission deck cover. I had to use a cold chisel to remove it. There was no head left on the bolt itself. However, the purpose of the bolt was to keep the shift linkage from going into 5th. It sounds like your tractor is going into 5th, I hope you don't have any larger problems. If you can get the bolt out, replace it with a bolt that is about 1.5" long. That should fix the problem.
