Joel, if the linkage seems otherwise alright, there is an adjustment to thte governor meant to deal with surge. On the underside of the governor housing, you'll find an acorn nut. Remove it an underneath you'll find a threaded stud with a slot head cut in it. With the tractor *NOT* running, thread this screw in by half turns, restarting to check, stopping to adjust. When you begin to see results start going by quarter turns. If the first half turn takes care of it, try backing off a quarter. If it's in too far, it can affect your low idle. When the surge is gone, just thread the acorn nut back on. Hope this does it for you.
