The coupling is threaded on the shaft. The seal actually runs on the coupling, not the shaft itself. Put the tractor in gear, lock the brakes and put a bar in the slot of the coupler and turn in a counterclockwise direction to unscrew it. It it is stubborn, give the bar a few raps with a good sized hammer. If you still can't get it, you may have to resort to locking things by putting the PTO in gear and devising a method to hold the PTO shaft from rotating while you put put some heavy torque to it. Usually they will break loose without that though.
