H-Cooling system

I just finished reconditioning my H, tear down, new fluids, wiring, body work, paint,etc... I filled the radiator with fluid, it only took about 3 1/2 gal. of fluid. It seems to run fine and the radiator is full. The heat gage doesn't work and the top hose has a slight leak I need to repair. My question is,, why only 3 1/2 gal. Is the water circulating through the engine?? or is it just sitting in the radiator?? Short of getting a new temp gage, any slick ideas on making sure things are OK...
