I wish you wer closer to Terre Haute, I would have you bring it over and I would get it straightened out once and for all. Since your in Michigan, I will say check the fuel line for plugging. As for the internal leak, I bet you have the float adjusted wrong, try lowering the float a little in the fuel bowl of the carb.There is a mark on the inside of the bowl on my 10-20 and there may also be on on an F-20 carb.If there is a mark set the top of the float even with the mark.I had a carb kit for my 10-20 have the wrong float setting info in it.I threw out that sheet and set the float to the mark and it ran perfect after that. Those old cast iron carbs don't go bad as often as a guy who rebuilds them will tell you they do!They are very simple in operation and if set right run great.If set wrong they cause all kinds of problems and just "appear" to be junk.Set it right and it could run the space shuttle!( well almost anyway, hehehehe) Good luck with it.
