I'm not positive what the float looks like in an F-20. However, in my F-12 it is a small brass canister. I had problem very similiar to yours and in the end what it turned out to be was a small hairline crack in the brass float. It was not obvious to the eye UNTIL I tried bending the tang on the float and it opened up. Otherwise it was impossible to see, even when looking directly at it. What was happening was that as it sat in the gas resevoir, it would eventually fill with gas and refuse to float at all. It flooded and gave the same symptoms as you describe even though I had everything set properly. Take your float out and shake it back and forth. I'll bet you will hear that it is full of gasoline. I just carefully soldered mine and it works just fine now.
